Sugar Bytes has released Eloquence, a MIDI step sequencer plugin designed to give you control over just about all aspects of your MIDI devices. Eloquence is a plugin which can be used with any major Windows or Mac VST or AU host.

Eloquence provides a variety of performance options which can be triggered from your MIDI keyboard: you can transpose, manipulate, twist up, mutate, and mangle your patterns without getting near your computer.
